ISPM 15: Wood Packaging Requirements for International Shipping

ISPM 15 sets international requirements for wood packaging in cross-border shipping. It helps prevent pests from spreading through untreated wooden pallets, crates, and other packing materials.

Exporters should inspect their wood packaging, even when shipping products made from other materials. For example, customs authorities may inspect the wooden packaging around machinery or electronics.

This guide explains which materials are covered, how to recognize compliant pallets, and what to check before shipping.

What Is ISPM 15?

ISPM 15 stands for International Standard for Phytosanitary Measures No. 15. The International Plant Protection Convention (IPPC) established this standard to help prevent the spread of plant pests through international trade.

ISPM 15 sets treatment and marking requirements for certain wood packaging materials, including wooden pallets and crates.

This standard applies to the packaging, not automatically to the products inside it.

Which Wood Packaging Materials Need ISPM 15?

ISPM 15 generally covers solid wood used to support, protect, or carry goods during international shipping.

Common examples include:

  • Wooden pallets and skids
  • Solid wood crates and boxes
  • Timber supports and packing blocks
  • Wooden dunnage that secures cargo
  • Certain wooden reels and drums

Exporters should check their ISPM 15 pallets before loading cargo. The packaging must meet the destination country’s applicable import requirements.

Which Materials Are Exempt?

ISPM 15 generally excludes packaging that uses only qualifying processed wood or other low-risk materials.

Examples include:

  • Plywood and particleboard
  • Oriented strand board (OSB)
  • Wood that measures 6 mm or less in thickness
  • Plastic and metal pallets, which fall outside the scope of ISPM 15

However, a plywood crate may contain solid wood supports. Those components may still need treatment and marking.

Always check the complete packaging structure.

Treatment and Marking Requirements

ISPM 15 requires regulated wood packaging to meet specific treatment and marking rules. Packaging producers must also use debarked wood within the standard’s permitted bark limits.

Heat Treatment vs. Fumigation

ISPM 15 recognizes several treatment methods. Two common options include:

MethodCodeHow It Works
Heat treatmentHTAn authorized provider heats the wood to the required temperature for the specified period.
Methyl bromide fumigationMBAn authorized provider treats the wood according to an approved fumigation schedule.

The standard also recognizes other approved treatments, including certain dielectric heating and sulfuryl fluoride methods.

Exporters should confirm that the treatment provider follows the applicable standard and uses the correct mark.

Fumigation isn’t required for every shipment. An approved heat treatment can also meet ISPM 15 requirements.

How to Read an IPPC Stamp

An official ISPM 15 mark normally includes:

  • The IPPC symbol
  • A two-letter country code
  • A producer or treatment provider identification code
  • A treatment code, such as HT or MB

For example, a mark may contain the code XX-000 HT, alongside the official IPPC symbol. This code only illustrates the format.

Inspectors use the mark to check the packaging’s treatment status and traceability. Exporters should make sure the mark remains clear and legible.

An ordinary “heat-treated” label does not replace the official IPPC mark.

ISPM 15 Requirements by Destination

Many countries apply ISPM 15 rules to regulated wood packaging, including the United States, the United Kingdom, Australia, New Zealand, and EU member states.

However, national regulations may include specific conditions or exemptions.

Before international shipping, exporters should check the latest requirements from the destination country’s plant health authority.

If packaging fails to meet local requirements, authorities may inspect the shipment, order corrective action, or refuse entry.

What Should Exporters Check Before Shipping?

Use these five steps to reduce wood packaging compliance problems:

  1. Identify the materials. Check whether pallets, crates, or internal supports contain solid wood.
  2. Inspect the IPPC stamp. Confirm that the mark includes the required codes and remains legible.
  3. Check the packaging condition. Look for pest activity, damage, or repairs that introduce untreated wood.
  4. Review destination rules. Confirm the latest requirements before dispatch.
  5. Resolve missing compliance. Ask the factory or packaging supplier for compliant replacements or authorized treatment.

Factories and packaging suppliers usually provide compliant wood packaging.

If a shipment needs additional arrangements, ASLG can arrange a paid solution. Authorized providers must perform any required treatment and apply the official mark.

ISPM 15 vs. Fumigation Certificate

ISPM 15 establishes treatment and marking rules for regulated wood packaging. The official IPPC mark identifies packaging that meets the applicable treatment and marking system.

A fumigation certificate documents a fumigation treatment. Some destinations or shipments may require this document under separate rules.

An ISPM 15-compliant, heat-treated pallet does not automatically need a separate fumigation certificate.
